Core Shelter Assistance Program (CSAP)

 

Core Shelter Assistance Project (CSAP) is the program of the Department which provides for a typhoon resistant low cost housing / shelter units for disaster-affected families. The said families, who would organize themselves into neighborhood associations, will build their shelter units themselves using low cost materials.

The cost of assistance to be provided to each of family-beneficiaries is Php70,000. The said assistance will be used by the neighborhood association, solely for the construction of their respective core shelter units. The implementation of the CSAP is based on the following are the legal basis of the project:

A. Administrative Order No. 76 series 1998 -formulated to implement Core Shelter Assistance Project (CSAP) a program providing typhoon resistant low cost housing which affected people and families could built themselves using low cost materials.

B. Administrative Order No. 101 series 1998 – amendment to AO76. Provides not only structural requirements but also laid down the different components for its implementation such as social preparation, financial assistance, among others

Objectives

to assist/provide indigent families victims of disaster acquire decent structurally strong indigenous shelters which can withstand approx. 180kph -220 kph wind velocity, earthquake with moderate intensity up to intensity 4 of the Richter scale and other similar natural hazards not to suffer from prolonged stay in evacuation centers.

Made available ONLY to FAMILY-VICTIMS whose houses were either totally or partially destroyed by either natural or man made disasters to address the emergency & rehabilitation shelter needs to enable to restore their lives to normalcy.

To maximize the participation & draw the commitment of the beneficiaries and the neighborhood and LGUs in making core shelter livable and maintain its structurally strong standards (durable)

To develop and promote the value of self-reliance among the beneficiaries and the community through participatory implementation

Limited financial or material assistance for the repair or construction of the damaged shelter units using community mobilization and participation in the shelter rehabilitation process taking considerations to their cultural designs

Eligibility Requirements in the Selection of Project Beneficiaries

monthly income of family of 6 should be below the food threshold (Municipal Threshold Level)

houses should have been totally destroyed by either man- made or natural disasters and limited resources prevent them from reconstructing their shelter unit

they continue to live either in evacuation centers, with relatives or another makeshift hastily set- up for the families not a recipient of previous shelter assistance from any other agency

chosen area either on site or resettlement where the house will be built should be owned by the beneficiary (either through LGU purchase, donation or direct purchase or inheritance), not be prone to hazards, with access to transportation and available supply of construction materials

SPECIFIC CRITERIA FOR PRIORITIZING

Orphaned or Survivor children being with surrogate parents who are equally situated inside evacuation center

Death of family head

Vulnerable groups such as families with survivor children, and pregnant and lactating mother

UPDATE

To date, the CSAP is being implemented 31 municipalities in the Region that are heavily affected by typhoons Milenyo and Reming. The project has total family-beneficiaries is 1,690 families from the said areas and has total funding of Php120,900,000.00. The said fund is provided under the Calamity Assistance for Rehabilitation Effort (CARE) and Quick Response Fund (QRF).

Of the total 1,690 shelter units to be constructed, 655 had already been completed. The remainder is currently on-going construction.
